How to Become a Licensed Mental Health Counselor in New York

New York licenses counselors as Licensed Mental Health Counselors (LMHCs) through the State Education Department's (SED) Office of the Professions (OP), under the State Board for Mental Health Practitioners, rather than through a health department as many states do.

Step 1: Earn a Qualifying Master's Degree

You need a master's or doctoral degree in counseling from a program registered by SED as licensure-qualifying, or one accredited as a clinical mental health counseling program of 60 semester hours by CACREP. Your program must include at least a one-year (600 clock hour) supervised internship or practicum. Training completed at an institute or through a registered individual, even if privately accredited, does not satisfy this requirement. Evidence of your degree must be submitted directly to OP by your school on Form 2.

Step 2: Complete Your Supervised Experience

New York requires 3,000 clock hours of supervised experience providing mental health counseling, completed after your degree, with at least 1,500 hours in direct client contact. Up to 1,500 hours may be indirect activities such as record-keeping, case management, research, participation in supervision, and professional development, all under appropriate supervision in a setting acceptable to the Department. Your supervisor must be a licensed and registered New York mental health counselor, physician, physician assistant, psychologist, licensed clinical social worker, or registered nurse/nurse practitioner competent in mental health counseling.

Step 3: Pass the NCMHCE

New York requires Board authorization before you register for the National Clinical Mental Health Counseling Examination, which can only be granted after your qualifying degree is complete. Once authorized, register with NBCC and mail the $200 fee with your signed registration form.

Step 4: Complete Child Abuse Identification Training

Before your license is issued, NYSED requires coursework or training in the identification and reporting of child abuse from a New York State-approved provider. Many graduate programs build this into the curriculum; confirm yours did before assuming it's covered.

Step 5: Apply for Your LMHC License

Submit your application with your Form 4 experience verification, exam results, and required transcripts to the Office of the Professions.

Renewing Your License

LMHCs must maintain current registration with NYSED, generally on a three-year cycle. NYSED mails renewal information at least four months before your registration period expires.
