How to Become a Licensed Professional Clinical Counselor in Kentucky
Kentucky issues two professional counseling credentials through the Kentucky Board of Licensed Professional Counselors (KBLPC): the Licensed Professional Counselor Associate (LPCA), a supervised provisional license, and the Licensed Professional Clinical Counselor (LPCC), the full independent-practice license.

Step 1: Earn a Qualifying Master's Degree
You need a master's degree with at least 60 semester hours, covering nine core content areas: professional counseling orientation and ethical practice, social and cultural diversity, human development across the lifespan, career development, counseling and helping relationships, group counseling, assessment and testing, research and program evaluation, and diagnosis. CACREP accreditation is strongly preferred; the Board reviews non-accredited transcripts against these areas individually.
Step 2: Apply for Your LPCA Credential
Applications are submitted through the Kentucky Department of Professional Licensing's eServices portal. The initial LPCA application fee is $50. You'll need a criminal background check and a board-approved supervisor in place before your hours can count.
Step 3: Complete Your Supervised Experience
Kentucky requires 4,000 total hours of post-degree supervised experience under your LPCA, with a minimum of 1,600 hours of direct counseling work with clients.
Step 4: Pass a Licensing Exam
Kentucky requires a passing score on a Board-accepted national exam; confirm with KBLPC which exam (NCE or NCMHCE) applies at each stage of your specific application.
Step 5: Apply for Full LPCC Licensure
Once your hours and exam are complete, submit your LPCC application to KBLPC with your supervised experience documentation and exam scores.
Apply for Your License
Start or continue your application directly with Kentucky Board of Licensed Professional Counselors (KBLPC), the official licensing authority. Applications submitted anywhere else won't be processed.
A Note on Accuracy
This post reflects information from the Kentucky Board of Licensed Professional Counselors. Licensing rules, fees, and statutes change. Verify current requirements directly with KBLPC at lpc.ky.gov before making any licensure decision.
Kentucky's 4,000-hour requirement is on the higher end nationally, so plan your supervision arrangement early rather than assuming a 3,000-hour timeline other states use will apply here.
